Remote I-9 Verification Services: Video Review and Representative Networks
Updated 11 min read
For employers hiring people they will never meet on day one. Someone has to examine the new hire's documents and sign Section 2 of Form I-9 within three business days after the first day of work. Employers enrolled in E-Verify in good standing may do that over live video; everyone else needs an authorized representative to see the originals in person. We read 7 services' own pages on October 22, 2026 and set each against both routes.
Both routes in-house: a 50-state network and staff who run the video review.
Video and scheduling inside the I-9 workflow; outside verifiers kept in their own app.
Video, notaries, verification centers or a named agent, in all 50 states.

The two routes the rule allows
Every service on this page sells one of two things the rule allows. Which one you can buy depends on a single question: is the hiring site enrolled in E-Verify and in good standing? If it is, documents can be examined over live video. If it is not, somebody still has to hold the original documents with the new hire in the room, and that somebody can be a person you pick anywhere in the country.
The DHS alternative procedure, available since August 1, 2023.

Remote examination at an E-Verify hiring site “includes the use of an authorized representative acting on your behalf, such as a third-party vendor.” If you offer it at a site, offer it to everyone hired there; you may keep it for remote hires only, as long as that is not done for a discriminatory purpose.
USCIS M-274 4.5; 8 CFR 274a.2(b)(1)(ix)
A vendor can sign Section 2, but it never takes the form off your books. USCIS: “You are liable for any violations in connection with the form or the verification process, including any violations committed by the authorized representative acting on your behalf.” What a missed or wrong form costs is on Form I-9 penalties.
USCIS M-274 2.0
The step-by-step video procedure has its own guide, the remote I-9 alternative procedure, and choosing and briefing a person for the second route is covered in I-9 authorized representatives.
The roster
7 services against the 7 things that decide whether a remote hire gets through Section 2 on time: the video route, an in-person network and its reach, room for a representative you pick, Supplement B, the record left behind and the E-Verify case. Each word is what the service's own pages say.

Mitratech I-9 Compliance
Electronic I-9 software (Tracker) with two remote services beside it: the Network Alliance of I-9 Centers and mobile representatives in all 50 states, and I-9 Pro, where Mitratech's own compliance staff review documents over live Zoom and sign Section 2 as your authorized representative. I-9 Pro also schedules the appointments and manages the E-Verify cases.
Employers who want both routes from one company, and the option to hand the video review to the vendor entirely.

Equifax I-9 Anywhere
Equifax Workforce Solutions' remote Section 2 service: the new hire books an in-person appointment at one of 2,000+ U.S. retail locations, or a virtual meeting, with a trained authorized representative. It is sold to customers of Equifax's I-9 HQ software, and Equifax adds notaries in select jurisdictions where state rules define who may act.
Employers already on I-9 HQ, or ready to move to it, who want new hires to book their own slot online or through a call center.

HireRight
A background screening firm whose Form I-9 service adds two remote options: an in-person meeting with one of more than 5,000 authorized representatives at a place the employee chooses, and a Virtual I-9 Service where a representative completes Section 2 with the employee on a live video call.
Employers who already screen with HireRight and want remote Section 2 on the same contract.

EMPTrust
An onboarding suite whose remote I-9 offers every path at once: a video workflow for E-Verify employers, trained notaries through the N3 Notary Network, visits to verification centers connected through PAN, or an agent the new hire or the employer names. Agents get their own login to finish Section 2 and upload the document copies.
Employers who hire in many states and want to pick the route hire by hire, inside one onboarding product.

GryphonHR
A cloud Form I-9 product that puts live video meetings and scheduling for the alternative procedure inside the I-9 workflow, with the uploaded document copies on screen during the call. Section 2 can be done by your own staff, a reusable internal network of representatives, someone the hire finds, or GryphonHR's national verifier network, and outside verifiers work in a separate app instead of your I-9 account.
E-Verify employers who want HR to run the video calls themselves, with a verifier network only as a fallback.

Fieldprint
A fingerprinting and identity-services company whose Remote Service Network also completes Form I-9 Section 2 in person for remote hires, and can process reverifications and updates to the form. Its pages describe a service rather than I-9 software, so ask how the completed form comes back to you.
Employers outside E-Verify who keep their own I-9 system and only need someone to see the documents.

OnBlick
An immigration and HR compliance company whose electronic Form I-9 connects to E-Verify Web Services and keeps an audit trail of all I-9 activity. For remote hires it lets you assign authorized representatives to examine the documents; its pages describe no network of its own and no video route.
Employers who already have people near their remote hires and want the software to route Section 2 to them.

Most of these sit on top of an electronic I-9 system. To judge that system on storage, audit trails and purge dates, see the best I-9 and E-Verify software; if you would rather the I-9 lived inside onboarding, see onboarding software with I-9 and E-Verify.
Which route fits the hire
Most remote hiring falls into one of six cases. Find yours, and the middle column tells you which route the rule leaves open; the last column is the question that separates a service that fits from one that only says “remote” on its homepage.
| Your situation | Route the rule allows | Ask the service |
|---|---|---|
| Site enrolled in E-Verify, in good standing; the hire works from home | Video, run by your HR or a vendor's representative | Who is on the call, and where do the copies end up? |
| Not enrolled in E-Verify | In person, with an authorized representative | How far is the nearest representative from this hire? |
| Enrolled, but this hiring site is not | In person, until the site is enrolled too | Can you show which of my sites are covered? |
| Remote rehire, or a work permit about to expire | Supplement B, by video if enrolled, else in person | Do you do Supplement B, or only Section 2? |
| Job shorter than three business days | Either route, but done on day one, and no receipts | Can someone meet the hire before the shift starts? |
| The hire wants a relative or a local notary to do it | Allowed: you may choose any person | Does your software let an outside person sign Section 2? |
Unsure whether a state requires E-Verify of you anyway? The E-Verify requirements by state guide has the list, and E-Verify for employers covers enrollment, which is free.
What to do
- Check which of your hiring sites are enrolled in E-Verify before you pick a service.
- If any site is not, you need the in-person route there, whatever the vendor offers by video.
- Ask every vendor whether its representatives do Supplement B, not only Section 2.
What the representative must do
Whether the person is a vendor's trained representative or a notary down the road from your new hire, USCIS holds them to every duty you would have. Read these lines against a vendor's process before you sign, and hand them to anyone you choose yourself.
- Examine the documents
- Originals, unexpired, with the hire presentM-274 4.0
- Let the hire choose the documents
- List A, or List B plus List C8 CFR 274a.2(b)(1)(v)
- Sign Section 2
- The same person who examinedM-274 4.0
- Fill in
- Title, name, your business nameM-274 4.0
- A notary acting for you
- Acts as representative; no sealM-274 2.0
- Written contract
- Not required by USCISM-274 2.0
Section 2 is due within three business days after the first day of work: start Monday, finish by Thursday. A representative network is only useful if it can meet your hire inside that window. For a job shorter than three business days, Section 2 is due on the first day and receipts are not accepted.
8 CFR 274a.2(b)(1)(ii); USCIS M-274 4.0
The deadline runs from the first day of work, not from when the vendor gets the booking, so count it yourself with the I-9 deadline calculator. If the site uses E-Verify, the case is still yours to open by the third business day after work for pay starts, for every new hire there, whichever route Section 2 took.
“If you choose to use a notary public as an authorized representative, that person is not acting in the capacity of a notary. … When acting as an authorized representative, a notary public should not provide a notary seal on Form I-9.”
USCIS M-274 2.0
Before a stranger signs on your behalf, check what they will be looking at with the I-9 document checker, and once forms come back, spot-check them with the I-9 audit checklist.
How we compared
We read each vendor's own public pages and the lists named below on . A word in the table is what the vendor publishes. Where a vendor does not publish a feature, the table says “Check with the vendor” or “Not published”: ask them before you rely on it. Verdicts are by use case, never by price.
The 7 columns adapt our I-9 software columns to remote Section 2: the video route and E-Verify stay, the electronic-I-9 column becomes the audit trail a service leaves, reminders become whether it does Supplement B at all, and three columns cover the in-person route (network, reach, and room for your own representative). A network size or state count appears only as the vendor states it. First Advantage was left out because its site blocks our reader; Accurate Background was left out because its I-9 page names verifier options but no representative network of its own.
Verdicts are editorial: no vendor can buy a verdict position or displace another vendor.

Questions employers ask
Can I check I-9 documents over Zoom if I am not enrolled in E-Verify?
No. Remote examination is open only to employers enrolled in E-Verify in good standing, at their E-Verify hiring sites. Everyone else needs a person to examine the original documents with the new hire physically present, which is what the in-person representative networks in the roster sell.
Does a vendor's representative take over my liability for the form?
No. USCIS says you are liable for any violation in connection with the form, including one committed by the authorized representative acting for you. Read a vendor's contract for what it promises to fix or cover if its representative gets Section 2 wrong.
Can the new hire's friend, relative or a notary complete Section 2?
Yes. You may choose any person, and USCIS does not require a contract with them. A notary doing it acts as your representative, not as a notary, and should not stamp the form. Whoever it is examines the documents and signs Section 2 for you; brief them with the authorized representative guide.
If we use the video route, do we still run E-Verify?
Yes. Every new hire at that site still needs an E-Verify case, whether or not the alternative procedure was used, and staying in good standing is the condition for using it at all. E-Verify itself is free.
Can we offer video review only to remote workers?
Yes. USCIS lets you offer the alternative procedure to remote hires only and keep physical examination for people who work on site or hybrid, as long as the choice is not made for a discriminatory purpose or based on citizenship, immigration status or national origin.
Can a remote service do reverification too?
Some can. A representative may complete Supplement B for you as well as Section 2, and the video route covers reverification for E-Verify employers. The roster's Supplement B column shows which services say so; time the request with the I-9 reverification calculator.
