Onboarding Software with I-9 and E-Verify Built In
Updated 9 min read
For owners and HR managers choosing onboarding software for U.S. hires. Every onboarding tool sends offer letters and tax forms; fewer of them finish the Form I-9 on time, open the E-Verify case and remind you when a work permit runs out. We read 7 HR suites and onboarding tools on October 22, 2026 against those steps and judged them by use case, never by price. Specialist I-9 tools without the rest of onboarding are in the I-9 and E-Verify software compare.
I-9, E-Verify, a 90-day reverification notice and the background check in one record.
Names the DHS alternative procedure and manages E-Verify cases in the same screen.
Section 2 and E-Verify submission in front of ADP, Paylocity, UKG or Intuit.

What the software has to get right
Onboarding software sells a smooth first day. The Form I-9 inside it runs on a federal clock counted from the first day of work, and an E-Verify case runs on a second one. A tool that sends a nice welcome email but lets Section 2 slide past day three has not saved you anything. These are the dates the flow has to carry, whoever builds it.
- Employee completes Section 1
- By the first day of work8 CFR 274a.2(b)(1)(i)(A)
- Employer examines documents, completes Section 2
- Within 3 business days after day one8 CFR 274a.2(b)(1)(ii)
- E-Verify employers open the case
- By the 3rd business dayE-Verify User Manual § 1.5
- Reverify on Supplement B
- By the date work authorization expires8 CFR 274a.2(b)(1)(vii)
- Keep the form
- 3 years after hire or 1 year after the job ends, whichever is later8 CFR 274a.2(b)(2)(i)(A)
- Report the hire to the state
- Within 20 days, sooner where the state says42 U.S.C. 653a(b)(2)
Start Monday, finish Section 2 by Thursday. Day one does not count. The I-9 and E-Verify deadline calculator counts the business days for any start date.
An electronic I-9 is legal, but the regulation sets rules for the system that holds it. Those rules are why the first roster column says “audit trail” and not just “digital form”. A federal agency can ask for documentation of how your system creates and keeps the forms, not only the forms themselves.
- Controls that stop and detect anyone creating, changing or deleting a stored form, including its signature.
- Written documentation of how forms are created, changed and kept, “such as audit trails”.
- Every time a record is created, updated or corrected, “a secure and permanent record is created that establishes the date of access, the identity of the individual who accessed the electronic record, and the particular action taken”.
- An employee e-signature that confirms the attestation was read, with a printed confirmation on request.
- Legible printouts on demand, and an index you can search.
8 CFR 274a.2(e), (f)(1)(iii), (g)(1)(iv), (h)(1)
What to do
- Ask the vendor to show you the audit log for one finished I-9: who opened it, when, and what changed.
- Check that Section 2 has a due date in the dashboard, counted in business days from the first day.
- If you use E-Verify, check the case opens from the finished I-9 without retyping. The Form I-9 employer guide walks through each section.
The roster
7 tools, as their own pages describe them. A word in a cell is what the vendor publishes; “Not published” means the pages we read say nothing, and “Check with the vendor” means they say something close but not enough to rely on. “Audit trail” is measured against the storage rules in 8 CFR 274a.2(e) to (i). On a wide screen the roster scrolls sideways inside its frame; on a phone each tool gets its own card.

Reverification only matters for employees whose work authorization expires. The I-9 reverification calculator shows when Supplement B is due and when it is never needed.
Three ways the I-9 gets into onboarding
Every tool here collects the same form. What differs is where the I-9 lives and who answers when a case goes wrong. Pick the shape first, then read its rows in the roster.
| If this is you | Read first | How the I-9 gets done |
|---|---|---|
| You want payroll, HR and onboarding in one system | PaycomPaylocityRipplingGusto | The I-9 is a task in the onboarding checklist and lands in the same employee record as payroll. |
| You keep people records in an HRIS and pay through it or beside it | BambooHR | The HRIS sends the packet; a specialist I-9 partner runs Form I-9 and E-Verify inside it. |
| You are happy with payroll and only need the first-day paperwork fixed | WorkBrightHR Cloud Onboard | An onboarding layer runs the I-9 and E-Verify, then passes the hire to your payroll system. |
If the I-9 is the whole job and onboarding is a side issue, the I-9 and E-Verify software compare reads the specialist tools. For two of the suites head to head, see Rippling vs Gusto, and for the wider small-business field, small business HR software.
The tools, one by one
Paycom
A single HR and payroll system whose onboarding checklists carry Form I-9, W-4 and policy sign-offs into the employee's record. Its E-Verify tool opens a case from the I-9 data the new hire already entered and warns you 90 days before a reverification is due.
Employers who want payroll, I-9, E-Verify and the background check in one record and one login.

WorkBright
Onboarding paperwork software built around the Form I-9, with remote, in-person and DHS alternative procedure workflows and an E-Verify integration that manages cases in the same screen. It connects to an existing ATS, HRIS or payroll system, or embeds its I-9 inside another hiring flow.
Remote, seasonal and high-volume employers who verify most new hires away from the office.

HR Cloud Onboard
An onboarding layer that sits beside your payroll system: new hires complete Section 1 on any device, HR reviews documents in person or remotely and completes Section 2, and E-Verify cases are submitted from the dashboard. It publishes integrations with ADP, Paylocity, UKG and Intuit.
Employers who keep their payroll provider and want the I-9 and E-Verify steps added in front of it.

Paylocity
A payroll and HR suite whose Onboarding module runs the Form I-9 workflow, fills the work location into Section 2 and offers an E-Verify task once E-Verify is activated in the module. Its onboarding page also names signature collection, work-authorization expiration tracking and starting background checks.
Mid-size employers already on Paylocity payroll who want the I-9 inside the same onboarding packet.

What the vendors leave out
Read the roster down a column instead of across a row and the pattern is plain. The vendors publish the happy path: forms out, signatures in. The parts that decide an audit are mostly unwritten.
Purge dates. 0 of 7 vendors say they calculate when a former employee's I-9 may be destroyed. The rule is the later of three years after hire or one year after the job ends, and you must never destroy a current employee's form. The I-9 retention calculator gives the date for any hire.
New-hire reporting. 1 of 7 onboarding pages we read mention the state new-hire report. It is a separate filing from the I-9, usually handled by payroll, and federal law sets 20 days after hire as the outer limit. Ask who files it, and in which states.
E-Verify employer-agent status. 6 of 7 vendors name E-Verify, and 0 say whether they act as an E-Verify employer agent or connect you to your own account. Ask which one it is before you sign. Our E-Verify employer agents compare covers the firms that run cases for you.
Only employers enrolled in E-Verify in good standing may examine documents over live video, and only at their E-Verify hiring sites: copies first, then the video call, then the box on the form. Everyone else needs a person to see the documents, such as an authorized representative. 2 of 7 vendors publish remote support. Read remote I-9 and the DHS alternative procedure before you switch it on.
- Will the system tell us when a former employee's I-9 may be purged?
- 0 of 7 publish it8 CFR 274a.2(b)(2)(i)(A)
- Do you file the state new-hire report, or do we?
- 1 of 7 publish it42 U.S.C. 653a(b)(2)
- Are you an E-Verify employer agent, or do we enroll ourselves?
- 0 of 7 publish itE-Verify User Manual § 1.0
- When a work permit is about to expire, who is told, and how early?
- 4 of 7 publish a reminder8 CFR 274a.2(b)(1)(vii)
- Can we print or export every I-9 with its audit trail, for an inspection or if we leave?
- Ask every vendor8 CFR 274a.2(e)(1)(v), (f)(1)
How we compared
We read each vendor's own public pages and the lists named below on . A word in the table is what the vendor publishes. Where a vendor does not publish a feature, the table says “Check with the vendor” or “Not published”: ask them before you rely on it. Verdicts are by use case, never by price.
We chose HR suites and onboarding tools that say they handle Form I-9, then read each one's product pages, help pages and developer docs. The 8 columns are the dated steps of the I-9 and E-Verify rules plus the three onboarding steps around them: the state new-hire report, the background-check hand-off and e-signatures. A vendor whose pages would not load for our reader on the read date is marked as such, or was left out rather than guessed at.
Verdicts are editorial: no vendor can buy a verdict position or displace another vendor.

Questions employers ask
What is the best onboarding software for a small business?
The one that puts the I-9 next to the system you already pay people from. On their own pages, Paycom documents the most of our columns in one record, WorkBright is the clearest about remote review, and HR Cloud Onboard adds the I-9 in front of an existing payroll provider. A five-person team on Gusto or BambooHR is often better served by asking its current vendor the demo questions above than by switching. The small business HR software compare reads the wider field.
Does onboarding software complete the Form I-9 for me?
No. The employee completes Section 1, and you or your authorized representative examine the documents and sign Section 2. The software holds the form, counts the days and keeps the record. You also never send the form to USCIS or ICE: you keep it and show it if you are inspected.
Is a paperless, electronic Form I-9 legal?
Yes, if the system meets the federal standards: controls against unauthorized changes, documentation of how forms are created and kept, a permanent log of every access, and e-signatures that confirm the attestation was read. Those standards are in 8 CFR 274a.2(e) through (i). A vendor that cannot show you its audit log is asking you to take that on trust.
Can new hires fill in the I-9 before their first day?
Section 1, yes, once they have accepted the offer, and no later than the first day of work. You can also complete Section 2 any time after acceptance, up to three business days after the first day. Pre-boarding portals are useful exactly here. The new hire checklist puts the I-9 and W-4 in order with the rest of the first week.
Do I need E-Verify to use onboarding software?
No. E-Verify is free and voluntary for most employers, but federal contracts with the FAR E-Verify clause and some state laws require it. It also unlocks remote document review. E-Verify runs only after the hire and the I-9, never to screen applicants. See E-Verify requirements by state and E-Verify for employers.
Can the onboarding tool run the background check too?
Several start one, and Paycom runs its own. The check is a separate legal process with its own consent and notice steps under the Fair Credit Reporting Act. Read FCRA background check rules for employers and, for small teams, background check services for small business.
