HR Compliance Software Compared: Posters, Handbooks, Training and I-9
Updated 10 min read
For owners and HR managers who already pay people through a payroll system and need the rest of the hiring file kept current: posters, a handbook that matches each state, signed policies, mandated training and the Form I-9. We read 7 compliance tools on October 22, 2026 against those jobs and judged them by use case, never by price. Payroll suites with compliance features are in the small business HR software compare.

What the tools are for
“HR compliance software” covers anything from a poster subscription to a law library with a phone line. The way to compare them is by the jobs the law hands an employer when someone is hired: what has to hang on the wall, what has to be in writing and signed, what training is due, and what goes in the I-9 file. The roster below tests each of them in its own column.
| The job | What the rule says | Cite |
|---|---|---|
| Federal posters | FLSA notice in conspicuous places in every establishment; EEO notices on the premises where notices are usually kept | 29 CFR 516.4; 1601.30(a) |
| E-Verify posters | Notice of E-Verify Participation and Right to Work, English and Spanish, online too for remote staff | E-Verify Manual § 1.5 |
| A written harassment policy | New York: every employer adopts one and gives it to all employees in writing | NY Lab. Law § 201-g(1) |
| Harassment training | California, 5+ employees: 1 hour non-supervisory, 2 hours supervisors, every two years. New York: every year, all employees | Cal. Gov. Code 12950.1; NY Lab. Law § 201-g(2) |
| Form I-9 | Section 2 within 3 business days after day one; keep 3 years after hire or 1 year after the job ends, whichever is later | 8 CFR 274a.2(b) |
| Electronic I-9 records | Controls against unrecorded changes and a permanent log of who touched each form, and when | 8 CFR 274a.2(e)-(i) |
| New-hire report | To the state directory within 20 days of hire, sooner where the state says | 42 U.S.C. 653a(b)(2) |
California and New York are there as examples only. Other states and cities set their own posters, policies and training, which is why the “State and local coverage” column matters more than it looks. The labor law poster guide lists the federal set in full, and handbook requirements by state goes state by state.
Failing to post the EEO notices is fined for each separate offense, and Form I-9 paperwork penalties are counted per form, so one bad habit in the I-9 file repeats across every hire. The current amounts are in Form I-9 penalties.
29 CFR 1601.30(b); 8 CFR 274a.10(b)(2)
Of all the jobs in the table, only the I-9 runs on a clock of days: start Monday, finish Section 2 by Thursday. None of the policy, poster or training tools below handles it, so pair them with an I-9 tool or the I-9 inside your payroll.
8 CFR 274a.2(b)(1)(ii)
What to do
- Mark which of the jobs above you already cover, and with what.
- Run the hiring compliance checklist to find the gaps by stage before you look at software.
- Buy for the gaps, not for the feature list. No tool in the roster covers every column.
The roster
7 tools against 9 jobs, as their own pages describe them. A word in a cell is what the vendor publishes; “Not published” means the pages we read say nothing, and “Check with the vendor” means they say something close but not enough to rely on. On a wide screen the roster scrolls sideways inside its frame; on a phone each tool gets its own card.

Read the “Form I-9 and E-Verify” column first: it is the one with a deadline counted in days and per-form penalties. The I-9 self-audit checklist shows how clean your current file is before you decide whether it needs its own tool.
Five kinds of tool
The roster mixes five kinds of product, and comparing a poster service with a training library feature by feature misses the point. Decide which kind your gap calls for, then compare within it.
| Kind | In the roster | Carries | Leaves to you |
|---|---|---|---|
| Compliance platform with advisors | MineralCalChamber HRCalifornia | A law library, alerts, a handbook builder, training and a person to ask. | Posters, in most cases, and the Form I-9. |
| Handbook and policy software | SixFiftyBlissbook | State-specific policies, law updates drafted into them, and a record of who signed which version. | Training, and the Form I-9. |
| Poster and posting service | GovDocs | The right federal, state and local posters at each site, replaced when a law changes. | Everything that is not on a wall: policies, training, the I-9. |
| Compliance training library | EasyLlama | State and city harassment courses, assigned to each hire and tracked to completion. | Posters, the handbook itself, and the Form I-9. |
| Electronic I-9 and E-Verify | Mitratech Tracker I-9 | Section 2 on time, E-Verify cases, audit trails and help when an inspection notice arrives. | Every non-I-9 job in the roster. |
Payroll and HR suites are deliberately not here: they run the hiring file from inside payroll and are read in the small business HR software compare. For the I-9 specialists side by side, see the I-9 and E-Verify software compare.
The tools, one by one
Mineral
An HR and compliance platform, now owned by Mitratech, that pairs a compliance library, law alerts and a compliance calendar with a handbook builder, harassment training and certified HR advisors. Much of it reaches employers through payroll providers, brokers and PEOs that bundle it.
Small employers with no HR specialist who want one place for the handbook, training and a person to ask.

Two stacks for one employer
Take a 20-person employer with a shop in California and three remote staff in New York. From the table at the top, it owes federal and state posters, a written harassment policy for the New York staff, harassment training on two different clocks, and a Form I-9 for every hire. Here are two ways to cover it with tools from the roster.
| Job | Stack A: one platform | Stack B: specialists |
|---|---|---|
| Federal, state and city posters at the shop | Bought separately: Mineral's pages do not mention posters | SixFifty digital posters for remote staff; the shop still needs its own |
| Written harassment policy, signed | Mineral handbook builder, e-signatures | SixFifty handbook, signature tracking |
| CA training every two years, NY training every year | Mineral harassment courses | EasyLlama state courses |
| Law changes in both states | Mineral law alerts | SixFifty legal updates |
| Form I-9 and E-Verify | Your payroll's I-9, or an I-9 tool | Your payroll's I-9, or an I-9 tool |
| Someone to call | Mineral advisors | Not published by either |
Stack A is one login and one person to call; the posters and the I-9 sit elsewhere. Stack B adds digital posters for the remote staff and city-level coverage, but it is two contracts before the I-9 and nobody to ask. A California-only employer could look at CalChamber HRCalifornia instead, which pairs state and local posters with the state's mandatory courses.
What to do
- Write down every state and city you have staff in before any demo; coverage is the first question.
- Ask each vendor to show the record you would keep as proof: who signed which policy version, who finished which course, and when.
- Keep the I-9 where the hire is created. The new hire checklist puts it in order with the rest of the first week.
How we compared
We read each vendor's own public pages and the lists named below on . A word in the table is what the vendor publishes. Where a vendor does not publish a feature, the table says “Check with the vendor” or “Not published”: ask them before you rely on it. Verdicts are by use case, never by price.
We chose tools whose main job is compliance rather than payroll, one or more of each kind, then read each one's product pages. The 9 columns are the jobs the hiring file creates, from the federal posting rules, two state training laws and the Form I-9 rules. Brightmine (formerly XpertHR) answered our reader with a bot check and Poster Guard's site sent no data on the read date, so both were left out rather than guessed at. Mineral is now owned by Mitratech, which also makes Tracker I-9; we list them separately because they are sold as separate products.
Verdicts are editorial: no vendor can buy a verdict position or displace another vendor.

Questions employers ask
What does HR compliance software actually do?
It keeps the paperwork the law asks for current: posters on the wall, a handbook that matches the law in each state, a record of who signed it, mandated training and, in some tools, the Form I-9. Most products do one or two of those jobs well. The roster shows which, word by word.
What is the best HR compliance software for a small business?
For a team with no HR specialist, a platform such as Mineral covers the handbook, alerts, training and a person to ask. If you hire across several states and already have policies, SixFifty or Blissbook keep them current and signed. Either way, keep the Form I-9 in a tool built for it; the small business HR software compare reads the payroll suites that include one.
Do digital labor law posters replace the posters on the wall?
Not for people who work on site. The federal minimum wage notice must hang in conspicuous places in every establishment, and EEO notices on the premises. E-Verify's own manual allows its two posters to be shown online for remote staff. Read the labor law poster requirements before you drop paper.
Do I need harassment training software?
Only if a state or city requires training and you would struggle to track it by hand. California requires it every two years for employers with 5 or more employees; New York requires it every year for all employees. The software's value is the completion record per employee: proof of who was trained, and when.
Does HR compliance software handle Form I-9?
Only one product in this roster does: Mitratech Tracker I-9. The others leave the I-9 to you, which matters because Section 2 is due within three business days after the first day of work. The I-9 self-audit checklist checks the forms you already have.
Can a handbook builder write a policy that is legally sound in every state?
It can draft one from the vendor's state research, and SixFifty, Mineral and Blissbook all say they track law changes. You still own the result. Start from the employee handbook template to see which policies you need, then compare what each builder adds.
